Proposed By-Law Amendment At the September Voters’ Meeting a resolution will be proposed to establish a school board. This is being done in accordance with the desire of the congregation to establish a school board when it decided to go ahead with the mission of a parochial school. Currently the by-laws charge the Board of Education with the operation of a school. So a by-laws change is required to set up the School Board. Once the School Board has been established, the Parish Planning Council will submit a list of candidates to the voters for election. A draft of the official resolution is attached here for you to review prior to the Voters’ Meeting. A Resolution to Amend the By-laws of First Lutheran Church Missouri Synod Missoula, Montana (June 2004) Whereas at the March 2, 2008 Special Voters’ Meeting, First Lutheran Church resolved to adopt the ministry of a Parochial School, And whereas in the current congregation structure the Parochial School is a function of the Board of Education, And whereas in resolving to adopt the ministry of a Parochial School First Lutheran Church further resolved to establish a School Board to oversee the operation of the school, Therefore, be it resolved that First Lutheran Church amend its by-laws to remove the governance of the Parochial School from the Board of Education and establish a separate School Board to govern the operation of the Parochial School and that all responsibilities of the Board of Education concerning the operation of a Christian Day School as described in pages 83-85 of Training and Equipping the Saints become the responsibilities of the School Board. Further be it resolved that Article III Section 3 Paragraph 1 Sentence 2 be amended to read, “Charges on any of these counts shall be carefully investigated by the Board of Lay Ministry or in the case of a teacher, by the School Board.” And that Article V Section 1 Paragraph 1 Sentence 2 be amended to read, “In the case of a teacher, the School Board shall consult with the appropriate District representative and shall present a list of candidates in the same manner as described above.” And that Article V Section 1 Paragraph 2 be amended to read, “Negotiations for contract teachers (new or renewal) shall be delegated to the School Board and such negotiations and the terms agreed to shall come before the voting membership for approval in a regular or special meeting assembled.” And that Article V Section 3 Paragraph 3 be amended to read, “to serve the congregation as an example of Christian conduct to endeavor to live in brotherly unity with his pastor(s) and his fellow teachers, to work under the supervision of the pastor, principal, and the School Board, and, by the grace of God, to do everything possible within the sphere of his calling towards the promotion of the school and for the general advancement of the Kingdom of Christ, both locally and generally.” And that Article VI Section 2 D be amended to read, “Nine Directors, specifically nominated for the directorship of one of the following Boards: Lay Ministry, Evangelism, Christian Education, Youth Work, Stewardship, Church Properties, Parish Fellowship, Public Relations, and School Board.” And that Article VII Section 2 Paragraph 1 Sentence 1 be amended to read, “The Parish Planning Council shall consist of the Executive Director, the Assistant Executive Director, the Treasurer, the nine Directors of the Administrative Boards, and the Pastor(s) of the congregation, all of whom will hold membership on the Parish Planning Council until their term of office expires.” Further be it resolved that after adoption of this resolution the Parish Planning Council shall develop a list of candidates for the School Board, to consist of an odd number of members, to include a Director and at least six, but not more than eight, other members, which shall be submitted to the congregation for election at the next Voters’ meeting following the adoption of this resolution, such members once elected to serve a term to expire on June 30, 2010. ![]() |
